Would I be right in thinking that this is a white racing pigeon that I came across on this morning walk?

That looks like a Fantail Pigeon which is classed as a fancy breed rather than a racer. I can see no rings so it has probably gone feral.

I don't remember seeing one of these before but today a came across a pair of these down by the boating lake.
